These are very simple to make and are so cute for younger children to receive as an extra special treat.  They can use them as a puppet for awhile, and then eat them!

Kaitlyn (age 2) was SO surprised (and tickled) when she realized there was candy insider her puppet

Take a tootsie pop lollipop (other brands would work) and put a kleenex over it.

Tie with a piece of string or wool.

Use a black marker to color on eyes and a mouth.
