DLTK's Holiday Crafts for Kids
Sailor Paper Craft
Paper crafts make terrific and simple projects that even toddlers can help put together. For beginner scissor users, allow them to cut out the simple pieces like the body, legs and feet while you cut out the more complicated pieces like the collar.
I'm worried this might be a little "too cartoony" for Remembrance Day or Veteran's Day but I'm afraid it's the best my artistic ability could come up with.
You may prefer the Veteran Sailor Paper Craft instead.

- paper,

- Glue shoes on the feet
